What are my Idaho Military and Veterans State Tax Benefits?

Idaho Income Tax on Military Pay for Resident Service Members: All military pay received by an Idaho resident service member when stationed in Idaho is taxed. Military pay received by Idaho resident service members who are stationed outside Idaho for 120 contiIdaho state capitol buildingnuous days is not taxed.

Thrift Savings Plan (TSP) does not withhold taxes for state or local income tax, but it is reported annually on IRS Form 1099-R. All TSP distributions are subject to state taxes and early distributions may incur higher taxes.

Idaho Retirement Benefits Deduction for Military Retired Pay: The Idaho Retirement Benefits Deduction for military retired pay has a two-part qualification. Retired service members must qualify for both parts to receive this deduction.

Part One - Age, or age and disability requirement:

  • Taxpayer is 65 years old or older, or
  • Taxpayer is 62 years old or older and:
    • Veteran of a U.S. war who has a service-connected disability rating of 10% or more
    • Veteran of a U.S. war who receives a non-service-connected disability pension
    • Recognized as disabled by the Social Security Administration, the Railroad Retirement Board, or the Office of Management and Budget
    • Has a permanent disability (certified by a physician) with no expectation of improvement

Part Two - Qualified retirement benefit:

  • Retirement benefits paid by the U.S. Government to a retired service member
  • Survivor benefits paid to an unremarried surviving spouse of a retired service member

The deductions for the 2023 tax year are:

  • Married Filing Jointly:

Idaho State Taxes on Military Disability Retirement Pay: Military Disability Retirement Pay received as a pension, annuity or similar allowance for personal injury or sickness resulting from active service in the U.S. Armed Forces should not be included in taxable income. Some of the payments which are considered disability benefits include:

  • Disability compensation and pension payments for disabilities paid to Veterans or their families
  • Grants for homes designed for wheelchair living
  • Grants for motor vehicles for Veterans who lost their sight or the use of limbs, or
  • Benefits under a dependent-care assistance program

Nonresident Military Spouses Exempt from Idaho Income Tax: The nonresident spouse of a nonresident service member does not have to pay taxes on income earned in Idaho if they meet the following requirements:

  • Married to a service member serving on active duty, stationed in Idaho, who has a state of residence other than Idaho
  • Moved to Idaho to be with the service member and has the same state of residence as the service member

To claim this exemption military spouses must file an Idaho State Tax Commission, Employee's Idaho Military Spouse Withholding Exemption Certificate, each year with their employer.

Idaho Property Tax Reduction for 100% Disabled Veterans: The Idaho Veterans Property Tax Reduction benefit reduces property taxes on the home and up to one acre of land for eligible disabled Veterans. Reductions are offered up to $1,500 and does not have an income limitation.
Who is eligible for an Idaho Property Tax Reduction for 100% Disabled Veterans? To qualify for the Idaho Veterans Property Tax Reduction, Veterans must meet the following requirements:

  • Has a 100% service-connected disability rating, or compensated at the 100% rate due to individual unemployability by the VA
  • Owned and lived in a home (can be a mobile home) in Idaho as their primary residence before April 15, 2024
  • Property must have a current Idaho Homeowners Exemption

Once granted, a surviving spouse can use this benefit, but it is not transferable to a new property after the death of the qualifying Veteran. Property owners must apply each year between January 1 and April 15. Idaho Property Tax Deferral Program: The Idaho Property Tax Deferral Program allows property owners to defer property taxes on their home and up to one acre of land. Taxes and interest must eventually be repaid if ownership of the property changes or the property no longer qualifies.
Who is eligible for the Idaho Property Tax Deferral Program?
To qualify for the Idaho Property Tax Deferral Program property owners must meet the following requirements:

  • Own and occupy home or mobile home before April 15, 2024, that does not have a reverse mortgage or home equity line of credit
  • Total 2023 combined income less than $58,304
  • Meet one of the following requirements as of January 1, 2024:
    • 65 or older
    • Former prisoner of war or hostage
    • Motherless or fatherless child under 18
    • Blind
    • Surviving spouse
    • Veteran with a 10% or more service-connected disability rating or who is receiving a pension from the VA for a non-service-connected disability

What are my Idaho Military and Veterans Education Benefits?

Idaho National Guard State Education Assistance Program (SEAP): SEAP will pay up to $4000 per state fiscal year for tuition and registration fees at any public or private institution of higher education in Idaho for Idaho National Guard Service members. Federal tuition assistance must be used prior to using SEAP assistance. SEAP funds are awarded at the end of each academic term.
Who is eligible for the Idaho National Guard State Education Assistance Program? To be eligible for SEAP service members must meet the following requirements:

  • Member of the Idaho National Guard
  • Graduated Basic Military/Combat Training
  • No more than four unexcused absences during the last 12 months
  • Not flagged for adverse action
  • Passed most recent physical fitness test and meet height and weight standards
  • Have more than two years remaining of service obligation on the start date of class
  • Must maintain an active and satisfactory status in the Idaho National Guard throughout the entire course/term that SEAP funds are requested
  • Must maintain minimum grade of “C” to receive reimbursement

Idaho Operation Education Scholarship Program: The Idaho Operation Education Scholarship Program is designed to assist Veterans who have a permanent disability and their spouses while they are pursuing a degree at the University of Idaho.

Operation Education provides financial assistance to supplement costs not otherwise covered, as well as academic and social support. Assistance may include direct educational costs such as fees, tuition and textbooks, on-campus housing support, transportation, adaptive equipment, medical assistance, child care, tutoring and accommodation services.
Who is eligible for the Idaho Operation Education Scholarship Program? To be eligible students must meet the following requirements:

  • Honorably discharged Veteran who served in an active or reserve component of the U.S. Armed Forces and has a service-connected disability caused or aggravated by military service after September 11, 2001 that severely impacts one or more major life activities
  • Meets the requirements for admission to the University of Idaho
  • Enrolled full-time as an undergraduate, graduate or law student at the University of Idaho (if disabilities prevent full-time enrollment requirement may be waived)
  • Spouse of an eligible Veteran

Priority for assistance will be given to Idaho residents and to those Veterans whose injury and resulting disability are the result of action in a combat zone.

Idaho Instate Tuition for Service Members Veterans and Dependents: Idaho will grant residency for tuition purposes to eligible service members, Veterans and their family members.
Who is eligible for Idaho Instate Tuition for Service Members Veterans and Dependents? To be eligible for residency for tuition purposes, students must meet the following requirements:

  • Service member who entered the U.S. Armed Forces as an Idaho resident, has maintained residency but is stationed outside of Idaho and their dependents
  • Nonresident service member serving in the U.S. Armed Forces stationed in Idaho and their dependents
  • Idaho National Guard Service members and their dependents
  • Service member who has separated under honorable conditions after at least two years of service and enters an Idaho public institution within one year of separation date:
    • At the time of separation designated Idaho as their intended state of residence, or
    • Listed Idaho as their state of residence while they were serving

Idaho Interstate Compact on Educational Opportunity for Military Children (MIC3): The purpose of this compact is to remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their child writing at her deskparents by:

  • Facilitating the prompt enrollment of children of military families and ensuring that they are not placed at a disadvantage due to difficulty in the transfer of educational records from the previous school district or variations in entrance or age requirements
  • Facilitating the student placement process through which children of military families are not disadvantaged by variations in attendance requirements, scheduling, sequencing, grading, course content or assessment. Facilitating the qualification and eligibility for enrollment, educational programs and participation in extracurricular academic, athletic and social activities.
  • Facilitating the on-time graduation of children of military families
  • Providing for the enforcement of administrative rules implementing the provisions of this compact
  • Providing for the uniform collection and sharing of information between and among member states, schools and military families under this compact
  • Promoting coordination between this compact and other compacts affecting military children

What are my Idaho Military and Veterans Employment Benefits?

Idaho Public Employment Veterans’ Hiring Preference: When hiring for public employment for initial classified positions in Idaho, hiring officials must give hiring preference to qualified Veterans, spouses and surviving spouses.

For positions where applicants are selected using a scoring system, preference is given by adding points to passing competitive examination scores. For positions where applicants are not subject to a scoring system, a Veteran is entitled to preference over other applicants who are not more qualified.

Five Points Veterans’ Preference Eligibility:

  • Veterans who served at least 180 days on active duty in the U.S. Armed Forces and received an honorable discharge
  • Unremarried surviving spouse of an eligible Veteran

Ten Point Disabled Veterans’ Preference Eligibility:

  • Veterans who served on active duty in the U.S. Armed Forces, received an honorable discharge and have a service-connected disability rating of 10% or greater
  • Purple Heart recipient
  • Unremarried surviving spouse of an eligible Veteran
  • Spouse of a Veteran who cannot qualify for the position due to their service-connected disability

Ten Point Disabled Veterans’ Preference and Interview Eligibility - Veterans who served on active duty in the U.S. Armed Forces, received an honorable discharge and have a service-connected disability rating of 30% or greater will receive 10 points and be offered the chance to interview if they are one of the top 25 qualified applicants.

Applications by Recently Discharged Veterans - Veterans who were discharged within 120 days or were hospitalized (for up to one year) may file an application for any state classified position that has already closed, provided there is still a vacant position.

Applications by Disabled Veterans - Disabled Veterans may file an application at any time for Idaho state employment classified positions that maintain a register.

Idaho Occupational and Professional License Benefits for Service Members, Veterans and Spouses: Idaho offers several professional license benefits for service members, Veterans and their spouses.

Service members who have an Idaho professional license are exempt from paying renewal fees while serving in an active or reserve component of the U.S. Armed Forces. In addition, the licenses will remain in good standing, will not require renewal and cannot be cancelled, suspended or revoked. The service member’s professional license will remain valid until six months after their discharge.

Idaho professional and occupational licensing boards may accept military education, training and experience toward meeting the qualifications for a license, certification or registration. Boards may also expedite applications from service members, Veterans or spouses.

Federal Employment Veteran’s Hiring Preferences: By Federal law, Veterans who are disabled or who served on active duty in the U.S. Armed Forces during certain specified time periods or in military campaigns are entitled to preference over non-Veterans in hiring into the Federal civil service and in retention during reduction in force. Veterans may be entitled to 5 or 10 points included in any scoring process for examination or interviews.

5-point Hiring Preference: Five points are added to the examination score or rating of a Veteran who served:

  • During a war, or
  • During the period April 28, 1952, through July 1, 1955, or
  • For more than 180 consecutive days, other than for training, any part of which occurred after January 31, 1955, and before October 15, 1976, or
  • During the Gulf War from August 2, 1990, through January 2, 1992, or
  • For more than 180 consecutive days, other than for training, any part of which occurred during the period beginning September 11, 2001, and ending on August 31, 2010, the last day of Operation Iraqi Freedom, or
  • In a campaign or expedition for which a campaign medal has been authorized. Any Armed Forces Expeditionary medal or campaign badge, including El Salvador, Lebanon, Grenada, Panama, Southwest Asia, Somalia, and Haiti, qualifies for preference

10-point Compensable Disability (CP) Preference: Ten points are added to the examination score or rating of a Veteran who served at any time and who has a compensable service-connected disability rating of at least 10% but less than 30%.

10-Point 30% Compensable Disability Preference (CPS): Ten points are added to the passing examination score or rating of a Veteran who served at any time and who has a compensable service-connected disability rating of 30% or more.

10-Point Disability Preference (XP): Ten points are added to the passing examination score or rating of:

  • A Veteran who served at any time and has a present service-connected disability or is receiving compensation, disability retirement benefits, or pension from the military or the VA but does not qualify as a CP or CPS, or
  • A Veteran who received a Purple Heart

10-Point Derived Preference (XP): Ten points are added to the passing examination score or rating of spouses, surviving spouses, or mothers of Veterans. Both a mother and a spouse (including surviving spouse) may be entitled to preference based on the same Veteran's service if they both meet the requirements. However, neither may receive preference if the Veteran is living and is qualified for Federal employment.

Ten points are added to the passing examination score or rating of the spouse of a disabled Veteran who is disqualified for a federal position along the general lines of their usual occupation because of a service-connected disability. Such a disqualification may be presumed when the Veteran is unemployed and:

  • Is rated by appropriate military or VA authorities to be 100% disabled and/or unemployable, or
  • Has retired, been separated, or resigned from a civil service position because of a disability that is service-connected in origin, or
  • Has attempted to obtain a civil service position or other position along the lines of their usual occupation and has failed to qualify because of a service-connected disability

Preference may be allowed in other circumstances but anything less than the above warrants a more careful analysis.

A campaign medal holder or Gulf War Veteran who originally enlisted after September 7, 1980, (or began active duty on or after October 14, 1982, and has not previously completed 24 months of continuous active duty) must have served continuously for 24 months or the full period called or ordered to active duty. The 24-month service requirement does not apply to 10-point preference eligible Veterans separated for disability incurred or aggravated in the line of duty, or to Veterans separated for hardship or other reasons under Title 10 U.S.C. 1171 or 1173.

Uniformed Services Employment and Reemployment Rights Act (USERRA): USERRA protects civilian job rights and benefits for Veterans and members of reserve components. USERRA also protects service member rights and benefits by clarifying the law, improving enforcement mechanisms, and adding Federal Government employees to those employees already eligible to receive Department of Labor assistance in processing claims.

Absence from Work for Military Duty: USERRA establishes the cumulative length of time that an individual may be absent from work ANGfor military duty and retain reemployment rights to five years. Exceptions to the five-year limit, include initial enlistments lasting more than five years, periodic National Guard and U.S. Armed Forces Reserve training duty, and involuntary active duty extensions and recalls, especially during a time of national emergency. USERRA establishes that reemployment protection does not depend on the timing, frequency, duration, or nature of an individual's service if the basic eligibility criteria are met.

Disability Accommodation: USERRA provides protection for disabled Veterans, requiring employers to make reasonable efforts to accommodate the disability. Service members recovering from injuries received during service or training may have up to two years from the date of completion of service to return to their jobs or apply for reemployment.

Return to Work without Loss of Seniority: USERRA provides that returning service members are reemployed in the job that they would have attained had they not been absent for military service, with the same seniority, status and pay, as well as other rights and benefits determined by seniority. USERRA also requires that reasonable efforts (such as training or retraining) be made to enable returning service members to refresh or upgrade their skills to help them qualify for reemployment. USERRA also provides that while an individual is performing military service, they are deemed to be on a furlough or leave of absence and are entitled to the non-seniority rights accorded other individuals on non-military leaves of absence.

Extension of Health and Pension Plans: Health and pension plan coverage for service members is provided for by USERRA. Individuals performing military duty of more than 30 days may elect to continue employer sponsored health care for up to 24 months; however, they may be required to pay up to102% of the full premium. For military service of less than 31 days, health care coverage is provided as if the service member had remained employed. USERRA clarifies pension plan coverage by making explicit that all pension plans are protected.

Idaho Hilton Honors Military Program: The Idaho Hilton Honors Military Program helps make the career transition from service in the U.S. Armed Forces to civilian employment easier for current and former service members. The Hilton Honors Military Program will provide hotel accommodations for required travel while they are looking for a new job, training for a new job, or finding housing. Those eligible can receive up to a total of 100,000 hotel points for verifiable employment-related activities. Each state sets its own eligibility and residency requirements. Idaho Unemployment Insurance (UI):
UI benefits provide temporary financial assistance for workers who are unemployed through no fault of their own. UI is a partial, short-term replacement of lost wages while workers are seeking other work and is word resume typed on papernot intended to be a permanent source of income. Benefits are not based on financial need. Employers pay all costs of the UI program.

Who is eligible for Idaho UI? To be eligible for UI applicants must meet the following requirements:

  • Totally or partially unemployed through no fault of their own
  • U.S. citizen or legally authorized to work in the U.S.
  • Available for full-time work
  • Able to perform full-time work
  • Actively seeking full-time work
  • Meet monetary eligibility by earning enough under the Idaho Department of Labor, UI Monetary Eligibility Requirements

To file a UI claim, applicants will need the following information:

  • Social Security number
  • Driver's license
  • Alien Registration number and card if not a U.S. citizen
  • Employment information of all employers during the last two years:
    • Business names, complete addresses and phone numbers
    • Dates started and ended work for each employer
    • Total gross earnings from each employer
    • Reason no longer working for each employer
  • DD214, Member Copy 4, for military service in the past two years

Applicants must file for UI at the Idaho Department of Labor, Online UI Claimant Portal, claims are not accepted over the telephone. Applicants without internet access or need help filing can visit their nearest local Idaho Department of Labor office.

 Veteran Designation on Idaho Driver’s Licenses and ID Cards: Idaho offers a Veteran designation on Idaho driver's licenses and state-issuedDrivers License with Veteran Designation ID cards to honorably discharged Veterans.

There is no charge to add the designation to a new or renewed Idaho driver's license or ID card. There is a $20 duplicate card fee to add the Veteran designation at any other time.

To request the Veteran designation, Veterans can apply at any Idaho Driver’s License Office by providing official documentation they received an honorable discharge from the U.S. Armed Forces, valid active duty ID card or proof they have an Idaho Veteran license plate. Idaho Veteran License Plate: Idaho Veteran license plates are available for honorably discharged Veterans and active duty service members. These license plates are available with branch of service and five wartime service period decals (or with no designated conflict) and may be personalized.

  • Persian Gulf
  • Afghanistan/Iraq (Post 9-11)

Veterans must provide a copy of their DD214 (discharge paperwork) that indicates they received an honorable discharge, and they served in one of the wartime service periods (if applicable). Active duty service members must provide a copy of their orders.

Idaho Gold Star Family License Plate Idaho Gold Star Family License Plate: The Idaho Gold Star license plate is available for immediate family members of an active duty service member who died while serving on active duty in the U.S. Armed Forces.

Immediate family members include:

  • Child, stepchild
  • Sibling, halfsibling, stepsibling
  • Grandparent
  • Legal guardian

This license plate is free for the surviving spouse and parents of the service member.

Idaho Disabled Veteran Plate Idaho Disabled Veteran Plate: The Idaho Disabled Veteran license plate is available free to honorably discharged Veterans who have a 100% service-connected permanent disability rating. Veterans are limited to one set of Disabled Veteran license plates.

Disabled Veterans must provide a copy of their VA Benefit Summary Letter as proof of eligibility when they apply.

Idaho Service Member and Dependents, Driver’s License, and ID Card Extension: Service members and their dependents who are preparing to serve outside Idaho for an extended period can extend their Idaho driver’s license or ID card up to 25 months prior to its expiration.

Extensions are valid for up to four years and may be issued multiple times, not to exceed their active duty status period. Military extensions expire 60 days after date of discharge, separation, or retirement from active duty, or the expiration date on the card, whichever occurs first

Idaho Commercial Driver’s License (CDL) Military Testing Exemptions: The Idaho Transportation Department offers CDL testing exemptions to service members and former service members based on their military training and experience. Service members can submit applications at any time while they are serving on active duty and up to one year after they are separated from the U.S. Armed Forces. Applicants must have a valid Idaho driver’s license at the time of application.

The Even Exchange option authorizes service members who have certain Military Occupational Specialties/Ratings in the U.S. Armed Forces to have their CDL knowledge and skills testing waived. Service members must have worked in one of the following Military Occupational Specialties/Ratings in the past year:

  • Air Force
    • 2T1 – Vehicle Operator
    • 2F0 – Fueler
    • 3E2 – Pavement and Construction Equipment Operator
  • Army
    • 92F - Fueler
    • 88M – Motor Transport Operator

Idaho Transportation Division, Application for Even Exchange CDL Military Knowledge and Skills Test Waiver

The Military CDL Skills Test Waiver is available to service members who are or were employed within the last year in a military position requiring the operation of a military motor vehicle equivalent to a commercial motor vehicle (CMV), but do not have the Military Occupational Specialties/Ratings for the Even Exchange option. This waiver allows a qualified service member to apply for a CDL without taking a skills test.

  • Not had more than one license (except for a military license) in the past two years
  • Not had any license suspended, revoked, or cancelled in the past two years
  • Not had any convictions for any type of motor vehicle for the disqualifying offenses (listed on the application)
  • Not had more than one conviction for any type of motor vehicle for serious traffic violations (listed on the application)
  • Have not had had any conviction for a violation of military, state or local laws relating to motor vehicle traffic control (other than a parking violation) as a result of a traffic accident and has no record of an accident in which they were at fault

TRICARE Reserve Select Health Insurance: TRICARE Reserve Select is a premium-based plan, available worldwide for Selected Reserve, (U.S. Armed Forces Reserve and National Guard Service members) and their families who meet the following nurse with patientqualifications:

  • Not on active duty orders
  • Not covered under the Transitional Assistance Management Program
  • Not eligible for or enrolled in the Federal Employees Health Benefits (FEHB) program or currently covered under FEHB, either under their own eligibility or through a family member

Elk standing in a field Idaho Disabled Veterans Special Big Game Tag Program: The Idaho Disabled Veterans Special Big Game Tag Program allows a qualified organization to apply for a special big game hunt tag on behalf of a disabled Veteran.

Idaho Fish and Game makes five tags available each year to hunt for deer, elk, pronghorn, moose, black bear or mountain lion. Participants are exempt from licensing requirements and the tag is free. The tag is a once in a lifetime opportunity. The application period is January 2 through January 31 of the calendar year of the hunt.

Each year, the Idaho Division of Veterans Services will first screen all applicants and provide a list of screened applicants to Idaho Department of Fish and Game in priority order for issue. The top two candidates sponsored by Idaho Divisions of Veterans Services will receive a tag and Fish and Game will issue the three remaining tags to candidates sponsored by other qualified organizations. There is no limitation to how many applicants a qualified organization may sponsor each year.

Idaho Division of Veterans Services (IDVS) Disabled Veterans Hunt: The IDVS provides an all-expenses-paid deer or elk hunt for eligible disabled Idaho Veterans. The purpose of the hunt is to offer disabled Veterans an opportunity to participate in a big-game hunt when they might otherwise be prevented from doing so due to the seriousness of their disability.

The hunt will occur on a private ranch north of Mountain Home, Idaho. In most cases, hunts occur in October or early November. Hunters will be expected to provide their own transportation. Rustic cabin/bunkhouse accommodations, meals, on-site transportation, assistance and required tags will be provided at no cost to the Veteran.
Who is eligible for the IDVS Disabled Veterans Hunt? To be eligible applicants must be an Idaho resident Veteran and have a 40% or greater service-connected disability rating from the VA.

Idaho Department of Parks and Recreation, Disabled Veteran Program: The Idaho Department of Parks and Recreation (IDPR) offersIdaho Campgrounds eligible disabled Veterans a free lifetime camping and day-use access pass for Idaho's State Parks.

The pass authorizes free Idaho State Park day-use access and waives the Usage Fees for one campsite per eligible Veteran, not including cabins, yurts or lodges. Advanced Reservation Fees still apply. Camping is limited to a maximum of 14 nights in a 30 day period.

Idaho Veterans Financial Assistance: The Idaho Division of Veterans Services will provide grants up to $1,000 to wartime Veterans in cases of extreme emergency.

To be eligible Veterans must have entered the U.S. Armed Forces from Idaho or lived in Idaho for at least five years. Requests for assistance must be made within 90 days of the emergency or event. Who is eligible for care at an Idaho State Veterans Home? To be eligible for admission, applicants must meet the following requirements:

  • Veterans who served on active duty in the U.S. Armed Forces for at least 90 days and received an honorable discharge (wartime Veterans receive priority for admission)
  • Spouse or surviving spouse of an eligible Veteran
  • Require skilled nursing care
  • Resident of Idaho at the time of application
  • Must apply for (or already receive) a VA pension and Aid and Attendance
  • Eligible for Medicaid benefits, or pay the current maximum monthly charge

Veterans and families can choose from the following services:

  • Columbarium niche, cremation inurnment that includes an inscribed, granite niche cover
  • In-ground, garden niche, cremation inurnment that includes a flush-to-the-ground inscribed, granite marker
  • Scattering garden that includes a location for an inscribed marker in memory of the deceased
  • Full casket, in-ground burial that includes an inscribed, upright granite marker

The cemetery can coordinate for Military Funeral Honors for eligible Veterans, which includes:

  • Honor Guard of at least two members of the U.S. Armed Forces

  • Folding and presentation of the flag to the next-of-kin

The VA pays the burial fees for Veterans, all other funeral expenses are the responsibility of the Veteran, their family, or their estate. There is a $948 fee for the burial of a Veteran’s dependents.
Who is eligible for burial in the Idaho State Veterans Cemetery? Eligibility requirements for burial at an Idaho State Veterans Cemetery are the same as for VA National Cemeteries. There is no requirement to be a resident of Idaho. Exact eligibility requirements can viewed at the VA, National Cemetery Administration Eligibility webpage. The following are the general eligibility requirements:

  • Discharged from active duty service in the U.S. Armed Forces under conditions other than dishonorable, or
  • Died while serving on active duty, or
  • Served at least 20 years in the National Guard or U.S. Armed Forces Reserves and qualified for military retired pay (or would have qualified except death occurred before age 60), or
  • Reserve component service members if they were activated for federal service, (active duty for training does not qualify)
  • Spouses and dependents (burial of dependent children is limited to unmarried children under 21 years old, or 23 years old if a full-time student at an approved educational institution, or a child who develops a lifelong disability prior to age 21)

All Veterans are encouraged to complete a Pre-Registration Application to establish eligibility prior to need.
